Frank stands near the Hayate Idol beside the main windmill at -25928, 3083, -5020. Turning in all 25 fruits only completes step one of four:

The Ocean’s Pulp – Catch nine Skycrest fish: Pineapple Pufferfish, Banana Eel, Smoothie Stingray, Coconut Crabstle, Hammock Halibut, Hawaiian Shirt Shark, Sunbed Stingray, Watermelon Walrus, Cabana Carp.
The Ritual of Sweetness – Offer all nine fish at the Fire of Spirits during Tropical Sun weather.
The ULTIMATE Blend – Catch and return the Fruity Abaia.

Note that Fruit 25 sits inside Abaia’s Chamber, which only opens once you’ve placed all four Sky Crystals (Lighthouse, Skull, Campfire, Ice) on their pedestals.
