KOF: Legend, the SNK-licensed idle card RPG from JOYMAKER GAMES, launched on November 4, 2026 for iOS and Android in Taiwan, Hong Kong, Macau and Southeast Asia — and since battles run on full auto, your roster, not your reflexes, decides everything. I cross-checked the freshest launch tier lists, the official KOF: Legend channels and community rankings to build this guide.

My quick verdict: K’ is the best overall fighter, Haohmaru the best AoE nuker, Rugal Bernstein the best tank, Orochi Shermie the best crowd control, Chizuru Kagura the best support, and Iori Yagami the best early carry you can realistically pull. Full rankings below.

How I Ranked Every Fighter?

I weighed Champion-rarity skill scaling (the game publishes exact ATK percentages), role coverage, boss-fight reliability and free-to-play accessibility. Rarity matters here: Purple fighters scale poorly, Gold and Fighter units are easy to get, and duplicates unlock evolved skills and Champion upgrades — so my rankings assume invested characters. The meta is barely a week old, so expect shifts.

For context: SS tier defines the meta and fits any team, S tier stays elite with minor drawbacks, A tier performs well with the right setup, B tier works early but fades, and C tier is bench material.

SS Tier – The Meta Kings

K’ is the best DPS in the game and my best character overall. Fire Reave deals 3,300% ATK to a single target, stacks three times, applies Hard Control, and even auto-triggers when an enemy uses an NRG skill. Add Hyper Chain Drive (2,380% AoE) and the Champion-rarity Max Heated Drive (1,370% AoE that ignores 50% DEF) and almost nothing survives him.

Haohmaru is the top mob slayer. At five stacks of Sword Heart, Tenha Fuujinzan detonates for 2,890% AoE ATK — the highest AoE damage in the game right now — and his Champion skill adds another 1,110% AoE plus 40% damage reduction.

S Tier – Elite Fighters

  • Rugal Bernstein – the best offensive tank: 8 seconds of invincibility from Life Savior, AoE skills above 1,100% ATK, and he converts 30% of his own HP into damage.
  • Orochi – teleports to the highest-energy enemy for 1,444% ATK, Hard Control and a 30% energy steal; his 1,512% AoE nuke makes him invincible while casting. A genuine boss killer.
  • Orochi Yashiro – the only tank with an 8-second AoE Taunt plus 25% damage reduction, and Aruburu Daichi still hits 1,373% on a single target.
  • Orochi Shermie – the queen of Paralysis, which blocks basic attacks; her Champion skill has a 70% chance to become a 1,030% AoE that extends Paralysis to 5 seconds.
  • Chizuru Kagura – the best summoner: up to five clones that Silence enemies for 7 seconds while piling on AoE damage.
  • Goenitz – three tornadoes pull and pummel enemies while shredding 20% DEF and movement speed.
  • Orochi Leona – a complete package, but her team-wide -20% ATK/DEF V-Slasher debuff needs six basic attacks first, which holds her back.

A Tier – Strong Picks and Fillers

  • Iori Yagami – my favorite early carry: 1,544% single-target damage with Hard Control on both core skills.
  • Orochi Iori – frequent 587% AoE procs, 10% HP lifesteal, and a 20% Vulnerability debuff that buffs your whole team’s damage.
  • Orochi Chris – 1,820% AoE plus a Blue Flame follow-up; his energy drain is unreliable, so run him purely for damage.
  • Kula Diamond – freeze control with a heavy 1,580% energy skill, but she needs constant protection.
  • Nakoruru – an assassin who nukes the strongest enemy for 1,040% ATK and shreds 20% DEF.
  • Robert Garcia – buffs your best attacker with 25% Crit Rate and 25% Crit DMG at battle start.
  • Whip – Focus Fire marks targets for your whole team; also grants 20% Crit Rate and 25% DMG Boost.
  • Choi Bounge – two skills above 1,000% ATK, plus Hard Control and a 50% healing-reduction debuff.
  • Bao – the only real healer, though killing faster usually beats healing in this game.

B and C Tier – Bench Options

Blue Mary chains single-target and AoE Hard Control but survives on just 10% extra DEF. Joe Higashi is hurt by his Float debuff, which makes targets unselectable — your own single-target DPS literally can’t hit them. Mai Shiranui, free for launch players, burns for a measly 5% ATK per tick and her team energy buff is only 5%. Terry Bogard and Ryuji Yamazaki scale too low to invest in.

Here’s the nuance most tier lists miss: Roonby and Power Up Gaming rank Mai, Blue Mary and Joe as S-tier because they genuinely smooth out week one, while Gamegoin’s Champion-rarity numbers rank them far lower. Both are right — enjoy them early, then replace them once your Champion-rarity core comes online.

Best Team Composition and Style Counters

Every fighter belongs to a Rock, Scissor or Paper style that follows a counter triangle — in-game, colors show blue beating red, red beating green and green beating blue. Before any hard stage, swap one fighter to counter the enemy’s style; it’s the cheapest power spike in the game.

A proven late-game core: Orochi Yashiro (taunt) + K’ (single-target DPS) + Orochi Shermie (Paralysis) + Chizuru Kagura (Silence support) + one style-counter DPS. Also, banners in this game use a wishlist system — set yours to the SS and S units above so your pulls actually land on them. If you’re juggling other gacha rosters this November, my Stella Sora tier list, BLEACH Mirrors High tier list and Anime Adventures tier list cover this month’s meta in each.

Common Mistakes to Avoid

I see the same four errors from new managers. First, investing in Purple-rarity fighters — they scale terribly and waste your limited upgrade materials. Second, pulling with an empty wishlist, which turns guaranteed picks into random dupes. Third, ignoring style counters in harder stages where the damage penalty becomes brutal. Fourth, leveling six or seven fighters evenly instead of one core five, since duplicates and concentrated resources are what actually push you into Champion rarity.

FAQs

Who is the best character in KOF: Legend?

K’. His 3,300% Fire Reave with Hard Control makes him the strongest single-target DPS, and his AoE skills are top-tier on their own. Haohmaru is the pick if you need wave clear.

Who should I reroll for?

Aim for Iori Yagami or Orochi Yashiro on the Fighter Arcade banner, and Orochi Shermie or Chizuru Kagura on the Tactical Arcade banner. All four stay relevant deep into endgame.

Is Mai Shiranui good in KOF: Legend?

She’s one of the free fighters from the launch rewards and great for your first week. Her Burn scales at just 5% ATK, so plan to replace her as your Champion-rarity team forms.

How do fighter styles work?

Rock, Scissor and Paper follow a rock-paper-scissors counter triangle, shown as blue, red and green in-game. Countered fighters take extra punishment, so check enemy lineups before tough stages.

Do duplicates matter?

Yes — copies raise scaling and unlock evolved skills, and enough dupes upgrade a fighter to Champion rarity, which is exactly what this tier list assumes.
